Alsácia no coração


    O Estudante Alsaciano
    Antigamente, a escola era risonha e franca.
    Do velho professor as cans, a barba branca,
    Infundiam respeito, impunham sympathia,
    Modelando as feições do velho, que sorria
    E era como creança em meio das creanças.
    Como ao pombal correndo em bando as pombas mansas,
    Corriam para a escola; e nem sequer assomo
    De aversão ou desgosto, ao ir para ali como
    Quem vae para uma festa. Ao começar o estudo,
    Elles, sem um pesar, abandonavam tudo,
    E submissos, joviaes, nos bancos em fileiras,
    Iam todos sentar-se em frente das carteiras,
    Attenta, gravemente — uns pequeninos sabios.
    Uma phrase a animar aquelle bando imbelle,
    Ia ensinando a este, ia emendando áquelle,
    De manso, com carinho e paternal amor.
    Por fim, tudo mudou. Agora o professor,
    Um grave pedagogo, é austero e conciso;
    Nunca os labios lhe abriu a sombra d’um sorriso
    E aos pequenos mudou em calabouço a escola
    Pobres aves, sem dó metidas na gaiola!
    Lá dentro, hoje, o francez é lingua morta e muda:
    Unicamente o allemão ali se falla e estuda,
    São allemães o mestre, os livros e a lição;
    A Alsacia é allemã; o povo é alemão.
    Como na propria patria é triste ser proscripto!
    Frequentava tambem a escola um rapazito
    De severo perfil, energico, expressivo,
    Pallido, magro, o olhar intelligente e vivo
    — Mas de intima tristeza aquelle olhar velado
    Modesto no trajar, de lucto carregado...
    — Pela patria talvez! — Doze annos só teria.
    O mestre, d’uma vez, chamou-o á geographia:
    — "Dize-me cá, rapaz... Que é isso? estás de lucto?
    Quem te morreu?"
    — "Meu pae, no último reduto,
    Em defeza da patria!"
    — "Ah! sim, bem sei, adeante...
    Tu tens assim um ar de ser bom estudante.
    Quaes são as principaes nações da Europa? Vá!"
    — "As principaes nações são... a França..."
    — "Hein? que é lá?...
    Com que então, a primeira a França! Bom começo!
    De todas as nações, pateta, que eu conheço,
    Aquella que mais vale, a que domina o mundo,
    Nas grandes concepções e no saber profundo,
    Em riqueza e esplendor, nas lettras e nas artes,
    Que leva o seu domínio ás mais remotas partes,
    A mais nobre na paz, a mais forte na guerra,
    D’onde irradia a sciencia a illuminar a terra,
    A maior, a mais bella, a que das mais desdenha,
    Fica-o sabendo tu, rapaz, é a Allemanha!"
    Elle sorriu com ar desprezador e altivo,
    A cabeça agitou n’um gesto negativo,
    E tornou com voz firme:
    — "A França é a primeira!"
    O mestre, furioso, ergue-se da cadeira,
    Bate o pé, e uma praga energica lhe escapa.
    — "Sabes onde está a França? Aponta-m’a no mappa!"
    O alumno ergue-se então, os olhos fulgurantes,
    O rosto afogueado; e emquanto os estudantes
    Olham cheios de assombro aquelle destemido,
    Ante o mestre, nervoso, audaz e commovido,
    Timido feito heróe, pygmeu tornado athleta,
    Desaperta, febril, a sua blusa preta,
    E batendo no peito, impavida, a creança
    Exclama:
    — "É aqui dentro! aqui é que está a França!"

Quando os alemães se viram gregos (2)


Entrevista do historiador alemão Albrecht Ritschl ao "Spiegel"


SPIEGEL ONLINE: In the current crisis, Greece was initially pledged €110 billion from the euro-zone and the International Monetary Fund. Now a further rescue package of similar dimensions has become necessary. How big were Germany's previous defaults?
Ritschl: Measured in each case against the economic performance of the USA, the German debt default in the 1930s alone was as significant as the costs of the 2008 financial crisis. Compared to that default, today's Greek payment problems are actually insignificant.
SPIEGEL ONLINE: If there was a list of the worst global bankruptcies in history, where would Germany rank?
Ritschl: Germany is king when it comes to debt. Calculated based on the amount of losses compared to economic performance, Germany was the biggest debt transgressor of the 20th century.
SPIEGEL ONLINE: Greece can't compare?
Ritschl: No, the country has played a minor role. It is only the contagion danger for other euro-zone countries that is the problem.
SPIEGEL ONLINE: The Germany of today is considered the embodiment of stability. How many times has Germany become insolvent in the past?
Ritschl: That depends on how you do the math. During the past century alone, though, at least three times. After the first default during the 1930s, the US gave Germany a "haircut" in 1953, reducing its debt problem to practically nothing. Germany has been in a very good position ever since, even as other Europeans were forced to endure the burdens of World War II and the consequences of the German occupation. Germany even had a period of non-payment in 1990.
SPIEGEL ONLINE: Really? A default?
Ritschl: Yes, then-Chancellor Helmut Kohl refused at the time to implement changes to the London Agreement on German External Debts of 1953. Under the terms of the agreement, in the event of a reunification, the issue of German reparations payments from World War II would be newly regulated. The only demand made was that a small remaining sum be paid, but we're talking about minimal sums here. With the exception of compensation paid out to forced laborers, Germany did not pay any reparations after 1990 -- and neither did it pay off the loans and occupation costs it pressed out of the countries it had occupied during World War II. Not to the Greeks, either.

Momentos históricos em que foi necessário pôr de lado a "democracia formal"

Il résulte de l'ensemble de ces faits que l'Assemblée constituante, convoquée d'après les listes des partis qui existaient avant la révolution prolétarienne et paysanne, sous la domination de la bourgeoisie, entre nécessairement en conflit avec la volonté et les intérêts des classes laborieuses et exploitées qui ont déclenché le 25 octobre la révolution socialiste contre la bourgeoisie. Il est naturel que les intérêts de cette révolution l'emportent sur les droits formels de l'Assemblée constituante.

Une autre solution serait de tout repousser et d’exiger le report des élections, afin que le gouvernement de coalition de Lucas Papadémos puisse auparavant prendre les mesures de rigueur adoptées par le parlement – et depuis précisées pour les 325 millions d’euros qui manquaient à l’appel – et atteindre ainsi les objectifs d’économies budgétaires requis. Ce qui suppose de dégager d’une manière ou d’une autre 14,5 milliards d’euros afin de passer l’échéance de mars et d’éviter le défaut.

Quelle que soit l’option qui sera finalement choisie, Jean-Claude Juncker a précisé qu’il restait encore à définir le mécanisme de surveillance de l’application des mesures faisant l’objet d’un accord pour « s’assurer que le service de la dette serait prioritaire » ; une référence au projet de mettre en place un compte bloqué qui ferait du remboursement des prêts accordés par l’Union européenne et le FMI une priorité absolue dans les dépenses du gouvernement.

"Keynes revealed  /in The Economic Consequences of Peace, 1920/  that France's main intention was to ensure that Germany was reduced to a nation of rustic paupers, while the French and Italians had a secondary aim: to bail out their bankrupt economics. Never mind that Germany was itself bankrupt, that bankruptcy had led to its surrender, and that it was in no position to raise the funds through taxation or borrowing. Keynes pointed to the vengeful Allied populations whose lust for revenge was so strong that "a figure for Germany's prospective capacity to pay ... would have fallen hopelessly far short of popular expectations". The sum the treaty insisted on was beyond Germany's means. "Germany has in effect engaged herself to hand over to the Allies the whole of her surplus production in perpetuity". Keynes's verdict was that the treaty "skins Germany alive year by year" and that the treaty would prove to be "one of the most outrageous acts of a cruel victor in civilized history."

A única certeza é a passagem e há quem se agarre ao momento presente, quem viva a esquiva de sucessivos futuros, quem se enrole no passado como numa toalha quente e há depois os que quiseram construir para si uma casa de palavras para no fim se darem conta que as palavras também se transformaram, mirraram ou fugiram.
